Cutback sought in Foxboro sewer costs

FOXBORO - Following Monday's defeat of a $31 million request to expand Foxboro's sewer system, all three water and sewer commissioners said they plan to ask selectmen's help in reducing the project costs for individual homeowners, possibly through a debt exclusion override.
The commissioners aim to bring sewer articles back to a special town meeting this fall, Chairman Phillip Henderson and members Rene Olsen and William Euerle said.
Third try
That effort would be the third town meeting bid since voters last June narrowly defeated a different sewer expansion plan involving a town takeover of the wastewater treatment plant at Gillette Stadium.
Selectman Mark Sullivan said sewer customers on an expanded system should not alone bear the cost of repaving 14 miles of roads, a benefit to the entire town.
He said the town should consider a debt exclusion override to pay for at least part of the sewer project, which will require tearing up the roads to install sewer mains.
Henderson estimated individual households would pay about $22,000 to tie into the system, including an $18,000 betterment and related costs, such as filling in the old septic system.
Henderson said the only funding options the commission has are sewer receipts and betterments. |
