Seekonk voters to decide fate of new senior center

SEEKONK - Voters at Monday's town meeting will decide the fate of 20 warrant articles, including funding for a $5 million senior community center.
Donald Kinniburgh, a member of the senior center building committee, said at last Monday's selectmen's meeting that the town could borrow bonds to pay for the project.
The impact on taxpayers would be minimal, he said of the proposed senior center.
Spending free cash
The meeting will be held at 7 p.m. at Seekonk High School on Arcade Avenue.
Another article to be considered is the transfer of a still to be determined amount from free cash to the Municipal Capital Stabilization Fund.
There is $1.3 million in free cash.
Selectmen have expressed reservations about how much money should be transferred to the stabilization fund, which pays for capital expenditures.
Selectmen Chairman Robert Richardson complained about the amount of money being spent on capital projects, including school repairs, in the last few years.
"We've spent well over $2 million," Richardson said. "The well has dried up."
Selectmen have submitted an article calling for the appropriation of funds from the Sanitation Enterprise Fund to purchase a multipurpose tractor for $150,000 - $15,000 for the purchase of new dumpsters and $26,000 to rent and operate a tub grinder.
The planning board supports articles pertaining to site plan review and conservation subdivision design.
The site plan review article would amend the zoning bylaws for the purpose of improving the layout and design of commercial developments.
The conservation subdivision article would amend the zoning bylaws to encourage the preservation of open land for its scenic beauty and to enhance agricultural, open space, forestry, and recreational use, and to promote more sensitive siting of buildings and better overall site planning.
There also will be a number of street acceptances to be voted on.
