RMV driving into Attleboro

Express branch of registry set to open downtown Oct. 30
ATTLEBORO - An express branch of the Registry of Motor Vehicles will open in downtown Attleboro on Oct. 30, state Rep. Bill Bowles said Monday.

Bowles, D-Attleboro, said Lt. Gov. Tim Murray and Registrar Rachel Kaprielian will cut a ribbon officially opening the facility in the former post office building on Park Street.

The office will be open Monday through Friday from 9 a.m. to 5 p.m., he said.

Bowles said he looked over the basement space last week and it looked almost ready for the opening.

A counter has been expanded to accommodate three registry workers and a wall has been erected in the back of the room, he said. Furniture was being moved in Monday.
Bowles lobbied state officials for an Attleboro express office after an announcement that the full-service registry in North Attleboro was one of 11 being closed because of budget cuts.

He held frequent meetings with the lieutenant governor, registrar, speaker of the House and House Ways and Means Committee chairman to get their support for the express office.

The Attleboro express branch will be in space the city is donating free of charge.

The hope is that an Attleboro facility will reduce long lines at registry locations in Taunton and Brockton, provide a convenience for local patrons and attract more people to the downtown area.

Bowles said he became concerned last week that the Attleboro opening could be blocked when Gov. Deval Patrick announced that he would have to make $600 million in spending cuts to balance the state budget.

Instead, he said he was assured that the opening is going on as scheduled.

I got there at 10, found a spot easily and within 75 yards and was finished with my visit within 20 minutes of arriving. I even stopped to get gas at the gas station down the street . . . no major revenue for downtown, but a little and the experience was painless. "

" Rick, I do not believe an "express" branch allows you to do new registrations with plates like you are talking about. They may allow you to do registration renewals. I could be wrong. I believe if you want plates you still have to go to a full service branch. "

Argue if you will that those functions should be available online and I won't disagree, but the fact is that if you need to pick up a set of plates you need to go to an RMV branch to do it. Also, if you need to renew your license and have a new picture taken, you can't do that either. "

I was originally against this Express Office as the state needs to REFORM their house before any no REVENUE is asked of the residents. We had Nextel, but they left - WHY? Because NOBODY goes to the center of Attleboro! With more pedestrian traffic, because we know people will have to park in the garage and walk through town, that will attract more business to downtown.

" Look its better then nothing, the way I see it if it's determined we need a full service RMV, Attleboro is now in the running to host it. I see a lot of waste in the RMV, this is not one of them. How about 2 year registrations on campers and trailers, think of the time and money the RMV could save instead of mailing these out and reentering in the computer every year.
